CCTV Camera Regulations in Dubai: What Property Owners Must Know

With security technology advancing rapidly, Dubai property owners—residential and commercial—must stay up-to-date on CCTV regulations mandated by Dubai’s authorities. In particular, compliance with Security Industry Regulatory Agency (SIRA) and Dubai Police requirements is essential for avoiding fines, ensuring legal compliance, and protecting individual privacy.

1. Who Needs CCTV & Regulation Authorities

  • All new multi-storey buildings in Dubai must include provisions for CCTV coverage according to Dubai Municipality and Dubai Police

  • Commercial buildings—hotels, banks, malls, warehouses, schools, mosques—require SIRA-approved systems

  • Residential complexes (apartments, gated communities) need cameras in shared areas like lobbies, elevators, and parking; standalone villas are not legally required, but strongly recommended
